Overview

Upgrading to Bitumen Standard of Lokichar – Amosing – Lokori (A10) Road. KeNHA invites bids from eligible contractors registered with the National Construction Authority (NCA) in Category 1 or equivalent for foreign contractors (the successful tenderer must register with NCA before contract signing), for works funded through the Development Votes.

Requirements

• Mandatory qualifications to submit with bid (submit together with the bid):
  • Copy of Certificate of Incorporation or Certificate of Compliance for foreign contractors (TENDER DOCUMENT).
  • Copy of Valid Annual Practising Licence with NCA in the specified class (TENDER DOCUMENT).
  • Copy of Valid Tax Compliance Certificate (TENDER DOCUMENT).
  • Copy of CR12 form dated within 6 months of bid submission (TENDER DOCUMENT).
  • Serialise all bid pages (including cover) (TENDER DOCUMENT).
  • Tender security: unconditional bank guarantee (amount per Tender Document) (TENDER DOCUMENT).
• Other requirements: similar previous experience; equipment; professional/technical personnel; current workload, litigation history, sworn affidavit (dated within 3 months of opening) (TENDER DOCUMENT).
• Eligibility and JV: limits on directorships, open tender, NCA category compliance, JV requirements with executable JV agreement and dispute resolution, and exemptions as applicable (DETAILED TENDER NOTICE).
• Local content: foreign bidders must source at least 40% of inputs from Kenyan citizens (DETAILED TENDER NOTICE).
• NCA registration: required before signing contract (DETAILED TENDER NOTICE).
• Site visit: mandatory pre-tender site visit (Lokichar) (DETAILED TENDER NOTICE).
• Canvassing: disqualifying.

How to Apply

• Obtain tender documents free from KeNHA website or PPIP portal (TENDER DOCUMENT, DETAILED TENDER NOTICE).
• Prepare: Form of Tender, schedules with priced BOQ, Tender Security or declaration, JV documents if applicable, authorization, qualifications, and technical proposal (TENDER DOCUMENT).
• Site visit: attend mandatory pre-tender site visit (Lokichar) on 08 July 2026 (DETAILED TENDER NOTICE).
• Questions/clarifications: in writing by deadline; responses issued to all bidders (DETAILED TENDER NOTICE).
• Submission: one sealed envelope with “ORIGINAL” Tender documents, plus “COPIES” and, if applicable, “ORIGINAL/COPIES-ALTERNATIVE TENDER” for alternatives; addressed to Deputy Director, Supply Chain Management, KeNHA, JKIA, Nairobi, and deposited in the Tender Box (TDS).
• Deadline: as per tender notice (metadata shows 2026-07-29 22:00; Detailed Tender Notice shows 23 July 2026 11:00 for Lokichar) (DOCUMENTS).
