Overview

Upgrading to bitumen standard of Mandera–Lafey (B95) Road (Fino–Lafey section) with related works; Open tender for eligible road/bridge contractors registered with the National Construction Authority (NCA) in Category 1 or equivalent for foreign bidders (NCA registration required before contract signing). The work is funded through the Government of Kenya Development Fund and targets qualified construction firms with highway experience.

Requirements

• Mandatory documents with bid:
  • Copy of Certificate of Incorporation or Certificate of Compliance (foreign contractors)
  • Copy of valid NCA Annual Practising Licence (Citizen contractors, class as specified)
  • Copy of valid Tax Compliance Certificate
  • Copy of a recent CR12 form (dated within 6 months)
  • Serialization of all bid pages
  • Tender Security (Unconditional Bank Guarantee) as specified
• Other eligibility/qualification criteria:
  • Similar previous experience, equipment, personnel
  • Current work load, litigation history, sworn affidavit (dated within 3 months)
  • JV requirements if applicable; executable JV agreement and dispute resolution
  • Compliance with PPADA Section 157 on preferences; no prior non-performance; avoid conflicts of interest
  • Foreign bidders must source at least 40% of inputs from Kenyan citizens (documentary evidence required)

• Mandatory pre-tender site visit: see Detailed Tender Notice; e.g., Tuesday 7 July 2026 at 10:00 at Fino Centre along B95 (DETAILED TENDER NOTICE). Closing date for bids per that notice: 23 July 2026 at 11:00 AM.
• Submission method: deliver sealed Tender to Deputy Director, Supply Chain Management, KeNHA, Barabara Plaza, JKIA, Nairobi, or place in Tender Box at Block C, 2nd Floor (Board Room) (TENDER DOCUMENT).
• Documents to submit: Form of Tender; priced Bill of Quantities; Tender Security; JV documents if any; qualifications and technical/conformity proposals (TDS and Section IV/Section VI).
• Pre-qualification/registrations: NCA registration (required before contract signature); other registrations as per TDS; Tax clearance; CR12; etc. Details in the tender data and forms (TENDER DOCUMENT).
