Overview

Procurement of professional civil engineering services for the Virginia Magistrate’s Office: Additional Accommodation project. The RFQ invites Civil Engineering service providers to deliver scope described in C3 for Virginia Magistrate’s Office, with documents downloadable on etenders.gov.za. Eligible bidders include civil engineering practices with registered principals (ECSA) or multidisciplinary practices with full-time supervision by a registered Civil Engineer or Civil Engineering Technologist.

Requirements

• Civil engineering service provider with full-time supervision by a registered Civil Engineer or Civil Engineering Technologist (or a multidisciplinary practice with such supervision), registered under the Engineering Profession Act 46 of 2000.
• Provide proof of current registration for all registered principals (ECSA) including registration numbers; include documentation for all principals in consortium/joint venture if applicable.
• Submit all Returnable Documents and Returnable Schedules, including DPW-09 PSB and the Form of Offer (C1.1), plus CVs and professional registrations for key personnel.
• Comply with BBBEE and ownership criteria to earn points (e.g., 51% black ownership, BBBEE certificate or sworn affidavit, location in Free State, and other disability/youth ownership requirements).
• Provide evidence of Professional Indemnity Insurance as required (C1.2.3).
• Site Clarification Meeting is compulsory (where applicable); attendance evidence may be required.
• Register on National Treasury’s Central Supplier Database (CSD) and include relevant proof.

How to Apply

• Deadlines: Submit by 23 September 2026 at 11:00; late, telephonic, fax, or electronic submissions are not accepted.
• Submission method: Deliver to Department of Public Works & Infrastructure, 18 President Brand Street, Bloemfontein; envelope must show: “Quotation no Q26/033, WCS 047823, Virginia Magistrate’s Office: Civil Engineering Services.”
• Documents to submit: Form C1.1 (Offer), DPW-09 PSB, Activity Schedule (C2.2), proof of PI Insurance, proof of professional registrations (ECSA) for principals, CVs and qualifications for key personnel, DPW-16.1 (where applicable), DPW-21 (records of addenda), and evidence of CSD registration.
• Pre-qualifications/registrations: Proof of ECSA registration for each principal, proof of BBBEE status, and National Treasury CSD registration.
• Briefing/clarification: No formal clarification meeting is required; where applicable, a site clarification meeting is compulsory as per the Tender Data (document references noted in the attached file).
