Overview

Procurement of a state-of-the-art digital mobile C-Arm fluoroscopy radiographic unit for Mitchells Plain Hospital, including supply, delivery, installation, demonstration and commissioning, under a 3-year contract. Bidders should be SAHPRA-registered medical device suppliers (manufacturer, distributor or wholesaler) with in-country service, spares and installation capacity, and the ability to support theatre-level performance and integration.

Requirements

• SAHPRA registration: valid licence as manufacturer, distributor or wholesaler of medical devices/IVDs (no proof of application accepted).
• Occupational Health & Safety: submit the Department’s Section 37(2) OHS agreement.
• Central Supplier Database (CSD): bid closing must have CSD registration; unregistered bidders must self-register.
• Tax compliance: SARS Tax Compliance Status PIN or TCS; if not verifiable, 7 working days to confirm.
• Preferential procurement: 80:20 points system; B-BBEE status per WCBD6.1; provide WCBD4; other CSD/WCSEB documents acceptable.
• Technical and regulatory: SAHPRA certificate; IEC 601-1; CE or FDA (where applicable); Hazardous Substances Act compliance.
• PACS/RIS and DICOM: conformance statements; DICOM 3.0 support; full DICOM services and mapping; HL7/IEC/IHE support as specified.
• Warranty and life-cycle: minimum 12-month warranty; expected life of at least 10 years; minimum 10-year support window for hardware/software.
• Installation and training: on-site installation, testing, calibration, training and commissioning at no extra cost before final payment.
• Evaluation: potential on-site demonstration or site visit if unit is unknown to the Department; vendor bears visit costs.
• Contract terms: fixed price or ROE-adjusted price; penalties for non-compliance; EFT payments within 30 days.

• Submission deadline: 11:00 on 14 August 2026. Valid for 120 days.
• Submissions: hard copy in a sealed bid envelope to the Karl Bremer Hospital Bid Box (M9 Building); plus a USB copy; electronic copies via the portal may be referenced but hard copy supersedes.
