Overview

Procurement of a 3-year term service contract under the PSTP by the Western Cape Mobility Department for professional/consulting services in transport planning, policy, project management and related fields. Suitable bidders are consultancies with transport planning, policy, finance, legal or institutional governance expertise and who can meet government procurement prerequisites (CSD/WCSEB, B-BBEE, tax compliance).

Requirements

• Registration on the Central Supplier Database (CSD) and Western Cape Supplier Evidence Bank (WCSEB); submit B-BBEE certificate or sworn affidavit; ensure WCBD4 and related documentation.
• Tax compliance: obtain/submit Tax Compliance Status (TCS) and, for joint ventures, separate TCS for each party.
• Complete compulsory enterprise questionnaire; provide conflict-of-interest declarations; no involvement with defaulters or restricted suppliers.
• CIDB: not required for this bid (CIDB field shown as N/A).
• Evaluation criteria: Functionality (minimum 80% Part 1 and 75% Part 2), then Price (90 points) and Preference (10 points); overall max 100 points. B-BBEE points apply if compliant.
• On-site verification/risk assessment possible; misrepresentation may lead to disqualification.
• Complete bid document (pages 1–87) with all returnable schedules and pricing; no alterations to core data unless in specified way.

How to Apply

• Submission deadline: 11:00 on 9 October 2026. Submit to the WC Mobility Department Tender Office, 27 Wale Street, Cape Town; bid box open 24/7; hand-delivery hours 08:00–15:00.
• Submission method: deposit in the bid box or courier to WCMD; include original hardcopy and an electronic MS Excel Price Schedule (Annexure 2) on removable media; also email a copy to Karin.Kock@westerncape.gov.za.
• Documents to submit: WCBD1 Bid Form and all returnable schedules (A1–A7), WCBD4, WCBD6.1, B-BBEE certificate or sworn affidavit, TCS result summary, and the Excel Price Schedule (Annexure 2) per MT03/2026.
• Pre-qualifications: CSD WCSEB registrations; tax compliance; complete Schedule A2 (bidding entity/authority of signatory) and, if applicable, consortium/joint venture resolutions.
• Briefing: no bid clarification meeting is held.
• Documents to obtain: bid documents available on the eTender Portal (etenders.gov.za) after 08:00 on 10 September 2026. Annexure 2 PSTP Price Schedule must be included (MT03/2026 Annexure 2 PSTP Contract Price Schedule V3 Final.xlsx).
• Bid validity: 3 months.
